The reports reveal that since 2016, DoW has been undertaking a multi-phase project to demolish and replace the outdated Wherry-Capehart homes in the southern housing area on AAFB.

The well that supplies water to Yigo residents, a storm water drain and two elementary schools are nearby. Below the project site is an aquifer basin.

Before the construction of housing in phase 4-6 of the project, engineers from NAVFAC tested the topsoil at the site of 80 former units.

They found 58 sites had dieldrin, aldrin, and in some cases chlordane, at levels above screening levels.

The site of building number 1173 had aldrin at 25 times and dieldrin at 10 times above the screening level.

Both plans said that the goal was to maximize reuse of the contaminated soils on site. This involved dumping them in “encapsulation” areas, such as a landscape area between two rows of newly constructed houses.

Twelve inches of contaminated topsoil was removed at sites directly adjacent to civilian housing in Yigo in July 2025, according to a soil management plan produced by Pacific Rim contractors.
